Who may apply for an OEC?

1. If you are an OWWA member with expired membership or you are a first time OWWA applicant, accomplish the following forms:
    A. OWWA Membership
    B. OEC
    C. Pag-Ibig

2. If you are an OWWA member with valid unexpired membership, accomplish (B) and (C) above.

POEA soft-launches online OEC system

Overseas Filipino workers returning abroad may soon get the Overseas Employment Certificates (OECs) from a home computer or an Internet cafe.

This was after the Philippine Overseas Employment Administration held a soft launch of its Balik Manggagawa online processing system.

"We are soft-launching our Balik Manggagawa (BM) Online System, which aims to streamline processing of overseas employment certificates (OECs). The idea is to provide access to an appointment facility or an OEC self-print out system at the BM's convenience," POEA administrator Hans Leo Cacdac said.

PHL mission in UAE setting up online travel clearance system

Philippine officials in the United Arab Emirates (UAE) are setting up an online system to handle applications for Overseas Employment Certificates (OECs) or travel exit clearances to benefit overseas Filipino workers (OFWs) there.

The Philippine mission expects to have the online system go live before the end of 2012, a report of the news site Gulf News said on Wednesday.

"Our IT group already has the concept for this project but we are still working on the nitty-gritty details of the project. If things go as planned, we will launch the project within the year," Philippine Overseas Employment Administration deputy administrator for management Amy Reyes said.

An OEC is a document that proves a returning OFW is in the Philippines for a holiday and intends to go back to the same employer abroad.

New POEA chief eyes online OEC processing for OFWs

Overseas Filipino workers (OFWs) may soon be able to secure their overseas employment certificate (OEC) online or at a nearby shopping mall. Newly installed Philippine Overseas Employment Administration (POEA) chief Hans Cacdac is proposing to allow online processing of the OECs, as part of his plan to improve agency's services.

"We're thinking of doing online processing (for OECs). But we have to make sure the system is huge enough to handle it," Cacdac said in an interview with abs-cbnNEWS.com on Thursday.

At present, new hires and returning OFWs have to secure their OEC or travel exit clearance from the POEA. Many OFWs have complained of long lines and slow processing of documents at the POEA, especially during the peak holiday season. OFWs are required to secure an OEC before they are allowed to leave the country.

How To Process Balik-Manggagawa in the Philippines?

For those who failed to get there OEC (Overseas Employment Certificate) in the country they've working, here are the questions and procedures how to get OEC in the Philippines:

BALIK-MANGGAGAWA (BM) PROCESSING

1. WHO ARE CONSIDERED BALIK-MANGGAGAWA?

* Worker-on-Leave - a worker who is on vacation or on leave from employment under a valid and existing employment contract and who is returning to the same employer, regardless of any change in jobsite, to finish the remaining unexpired portion of the contract.

* Rehire - a worker who was rehired by the same employer after finishing his/her contract and who is returning to the same employer, regardless of a change in jobsite.

* POLO registered worker - a returning worker whose employment contract was not processed with the POEA but was subsequently verified and registered with the Philippine Overseas Labor Office (POLO) in the jobsite and who is returning to the same employer either as a worker-on-leave or rehire, regardless of any change in jobsite. Same employer / principal refers to the current employer of the worker at the time he/she came home for vacation and to whom he/she is returning to resume employment upon return to jobsite.

The Philippine Overseas Employment Administration has formed Task Force Balik- Manggagawa in anticipation of the arrival of thousands of OFWs who will spend the holiday season in the country even as Administrator Carlos S. Cao Jr. advises returning workers to have their overseas employment certificate (OEC) or travel exit clearance processed early.

To avoid long lines at the Balik-Manggagawa Processing Center, Cao said that OFWs should get their OECs as soon as they arrive in the country instead of flocking to the POEA office in Ortigas immediately after Christmas and New Year’s Day. Cao also suggested that returning OFWs should secure their exit clearance at the Philippine Overseas Labor Office (POLO) nearest their jobsite even before their flight to the Philippines.
