For indecent gestures, expats face jail, deportation in UAE

Expatriates in the United Arab Emirates (UAE) face jail and deportation if they are seen flashing their middle finger or doing any gesture considered as "indecent" in that country, a report of the news site Gulf News said on Monday.

The report said the actions considered as indecent in UAE include:

- touching one's private parts in an indecent manner before others;
- urinating in public;
- exposing one's private parts;
- showing private parts to surveillance cameras,
- showing affection or exaggerated intimacy,
- any form of sexual activity in public (such as the beach, in a car, in a public toilet), and
- pecking someone's cheek or kissing.

The report said people caught committing indecent acts are referred to the Dubai Misdemeanour Court and may face between one month to a maximum of three years imprisonment.

Article 358 of the UAE Federal Penal Law No. 3, 1987 says a suspect who commits an indecent gesture in public may face a minimum of six months imprisonment.

On the other hand, anyone who "breaches the privacy, honour or dignity" of a minor under the age of 15 may face a minimum of one-year imprisonment.

However, Gulf News noted that the degree of punishment will always depend on the judge.

Just last week, two Indian men were imprisoned for six months and later on deported for having sex in a public toilet at a local bus station, Gulf News said.

An Iranian businesswoman was likewise jailed for a month and later on deported for flashing her middle finger to two policemen in a five-star hotel, it added.

According to the Commission on Filipinos Overseas (CFO) are around 636,154 Filipinos working and residing in the UAE as of 2010.
